Overview This release includes new features, usability improvements, and bug fixes across multiple eTools modules. Updates focus on PMP/ePD data integrity and validation, Field Monitoring planning/checklist workflow improvements, RSS Admin access management and KPI overrides, FAM legacy findings clean-up, and infrastructure/technical debt work.
Partnership Management Portal (PMP / ePD)
Prevent Duplicate PCA Creation and Enforce PCA–PD Linkage Validation #313420 (INC0631971) The system now blocks creation of a new Draft PCA when a PCA already exists for the same partner (in Draft or Signed status), and only allows PDs to be linked to Signed PCAs. This prevents duplicate or mismatched PCA/PD records and removes the need for manual backend corrections.
Allow Baseline of 0 for Number Indicators #318286 (INC0640118) Users can now set the baseline value to 0 for number-type indicators, matching the behavior already available for percentage-based indicators.
Enforce 24-Month Maximum Duration for Activated Contingency PDs #301100 A hard validation now blocks saving or submitting an activated Contingency SPD-H (or PD tagged Humanitarian/Contingency) if its implementation period exceeds 24 months, in line with UNICEF contingency partnership guidance. Exactly 24 months is still allowed, and the rule doesn't affect regular PDs or the pre-activation validity period.
Include Budget Owner and PRC Secretary in PD Review Notifications #265549 PD review notifications (PRC rejection and internal review approval) are now also sent to the Budget Owner and PRC Secretary, in addition to the focal point, keeping key stakeholders informed without manual follow-up.
Fix XAF Decimal Validation Blocking Budget Line Updates #322847 (INC0644660) Fixed an issue preventing users from updating budget line items in PD amendments due to inconsistent decimal handling for the zero-decimal XAF currency. Validation for zero-decimal currencies is now applied consistently, with clear messaging when a correction is needed.
Rename and Sync "Outstanding Findings" Column in PMP #261824 The "Outstanding Findings" column in the PMP Partner Assessments & Assurance tab has been renamed to "Pending Unsupported Amount" and now pulls its value from the Follow-up tab in FAM instead of the total ineligible amount on the Spot Check Report, so already-refunded or resolved amounts no longer appear as outstanding.
Field Monitoring Module (FMM)
Sync Selected Methodology Between Plan and Checklist #315218 / #331109 The monitoring methodology (e.g., KII, FGD, Observation) selected during the Planning stage is now automatically applied to the Checklist step, so users no longer need to reselect it, reducing duplicate effort and inconsistency between Plan and Checklist.
Prevent Visit Lead and Team Members from Being Assigned as Report Reviewers #329557 The Visit Lead and Team Members on a field monitoring visit can no longer be selected as the Report Reviewer for that same visit, preserving segregation of duties. If a user is added to the visit team after already being assigned reviewer, the system now blocks the conflict or prompts for a different reviewer.
Entity Selection Validation for CSO and Government Partners #331114 When a CSO Partner or Government Partner is selected as the entity to monitor, users must now also select at least one related CP Output or Programme Activity before proceeding.
New Question Group Selection on the Plan Page #331111 A new "Question Groups" section has been added to the Plan page, letting users select relevant data-collection focus areas (e.g., CEA, HACT Quality, PSEA, Supplies) up front. The Checklist step now dynamically shows only questions belonging to the selected groups, shortening the questionnaire.
Link Trend Analysis Notification to Past Visits #261193 When a notification indicates an entity has already been visited during the calendar year, the referenced past visits are now clickable links that take users directly to those visit records.
Fix Bulk Export Crash When Selecting Multiple Offices #326840 Fixed a bug where bulk/PDF export of Field Monitoring activities could crash with a query error when filtering by multiple offices, due to a URL encoding issue. Exports now handle multi-office selections correctly.
Add "Counts Towards HACT" Filter to Field Monitoring Visits #322824 (INC0643114) A new "Counts Towards HACT" filter is now available in Field Monitoring, flagging any visit whose checklist included the mandatory HACT question, regardless of visit status or completion. This gives users a simple way to identify HACT-relevant visits without manually reviewing each checklist, separate from the existing Programmatic Visit filter used for KPI/dashboard calculations.
Financial Assurance Module (FAM)
New Fields for Closing Out Legacy Financial Findings #329665 Two new amount fields, Administrative Clearance and Exceptional Closure, have been added to the Financial Findings form to support the clean-up of legacy financial findings. Administrative Clearance is validated against an approved low-value threshold, while Exceptional Closure is visible to all users but editable only by HQ/RSS and requires a justification and approval reference.
Search for FACE Forms When Selecting Reviewed Form in FAM #325617 (INC0648540) A search field has been added when selecting the reviewed FACE form under Assurance Activities, letting users search by FACE reference number instead of scrolling through a long list.
Partner Reporting Portal (PRP)
Rename "IP Authorized Officer" Role to "PRP Authorized Officer" #269258 The PRP user role previously named "IP Authorized Officer" has been renamed to "PRP Authorized Officer" across eTools and PRP, removing the implication that this user is the partner organization's official Authorized Officer.
RSS Admin
New User Access Management Page in RSS Admin #306951 RSS Admins now have a dedicated User Access Management page to search and filter users, view and update roles/permissions (including in bulk), and activate or deactivate users, all within RSS Admin, without needing Django admin or a support ticket. Changes are logged with a full audit trail.
Extend RSS Admin HACT/KPI Override with Target Period and Requirement Removal #328304 (INC0626441) The existing RSS Admin ability to force-include or exclude an assurance activity in KPI calculations now supports assigning a Target Year and Target Quarter, so an activity can be counted against the correct reporting period. RSS Admins can also now remove HACT minimum assurance requirements from a partner profile where justified, with new guidance text clarifying when Force Include should be used.
Fix: Cannot Change Amendment Status from Signature to Review #324281 Fixed an issue preventing RSS Admins from reverting a PD amendment's status from Signature back to Review.
Infrastructure
Multilingual Support for the eTools Landing Page #320824 The eTools landing page is now available in all six official UN languages (Arabic, Chinese, English, French, Russian, Spanish), with a language selector, right-to-left rendering for Arabic, and a localization framework to support future content updates.
Remove Unused "Travels" App #326872 Removed the unused "travels" application from the backend as part of ongoing technical debt cleanup.
