Below are a consolidated list of user roles across the various eTools modules:
General eTools
Country Office Administrator: is a staff member or individual consultant who can make changes in the back-end of eTools to correct mistakes or make the necessary adjustments in the back-end of eTools across the different modules. Only 1-2 CO administrators should be assigned per CO. (CO Admin Guide)
Financial Assurance Module
UNICEF User: is a staff member or individual consultant who has a view only capability to the Financial Assurance Module but cannot create an engagement
UNICEF Audit Focal Point: is a staff member or individual consultant who has the ability to create and finalize an engagement with the Financial Assurance Module. The user can also assign UNICEF staff spot check engagements in the Financial Assurance Module.
Auditor: is the third party service provider or employee who will perform the engagement, has access and reports findings within the Financial Assurance Module.
- Please note that UNICEF staff that have been assigned a spot check, will automatically be assigned “Auditor” rights to complete their assigned spot check engagement
Partnership Management
UNICEF User: is a staff member or individual consultant who has a view only capability to the Partnership Management Module.
Partnership Manager: is a staff member or individual consultant who has the ability to add agreements and PDs/SSFAs, add amendments, import partners and edit select fields in the partner details.
Field Monitoring
UNICEF User: is a staff member or individual consultant who has a view only capability to the Field Monitoring Module but cannot create a monitoring visit. - -FM User is a staff member or individual consultant who has the ability to create and submit a monitoring visit from planning through to data collection and analysis. This role should correspond to the functions of all programme staff including managers, CP output managers, partnership managers, HACT focal point, PME, and any user the country office choses to assign this group to.
Report Reviewer: is staff member, who can be output manager, supervisor, chief of section, directly involved in the output or partner activities being monitored and would be second line of quality assurance beyond the FM team. This person does not have to be part of visit. - -PME User is a staff member or individual consultant who has all the functionalities of a FM User and Report Reviewer but also has the ability to manage Sites, add and edit questions, edit field monitoring rationale and review and approve or reject visits. This person does not have to be part of visit. - -Third Party Monitor: Third Party Monitors (TPM) are staff of firms/institutions, contracted by UNICEF for field monitoring services, who will have access only to the data collection and analysis functionalities.
Third Party Monitoring Portal
UNICEF User: is a staff member or individual consultant who has a view only capability to the Third Party Monitoring Module but cannot assign a visit.
PME: is a staff member or individual consultant who has the ability to add Third Party Monitors to the module, edit information and assign a visit to a Third Party Monitor. The PME can edit the details of the visit, assign action points and approve the visit report.
TPM: is the third party monitor who will conduct the visit. The TPM has access once assigned to the visit to complete the reports within the Third Party Monitoring Module.
Trip Management
UNICEF User: is a staff member or individual consultant who has the ability to add a visit for themselves on the Trip Management Module, assign action points and also approve visits if they have been identified as a supervisor by a colleague.
Travel Administrator: is a staff member or individual consultant that has all the rights in the Trips Management Module of a UNICEF User, and also has the ability to add trips on behalf of other staff.
UN Partner Portal

Advanced Editor: is a staff member or individual consultant who can publish partnership opportunities and serve as a focal point in their workspace/CO. They can add observations and escalate risk flags in their workspace/CO. They can also run multiple reports on the system and activate a partner’s UN data. They can also manage users in their workspace/CO.
Basic Editor: is a staff member or individual consultant that can create partnership opportunities in their workspace/CO on UNPP but cannot publish them (they must send these opportunities for review and publishing by the Advanced Editor). They can run reports on partner mapping and partnership opportunities, but not reports on partner verification and observation status.
IT Administrator: is a staff member or individual consultant who can manage user roles in the system in a specific country office workspace/CO.
HQ Editor: is a staff member or individual consultant with with universal access to their agency’s account on the portal. They can verify HQs of INGOs and all other CSO profiles in UNPP across multiple workspaces. They can add observations and escalate risk flags across workspaces. They can also run multiple reports on the system, manage UN data and manage users across country offices.
Reader: is a staff member or individual consultant who has view only capabilities in the UN Partner Portal in a specific country office workspace/CO.
